When snow is heavy, repeated snow clearance by snow plowcar will pile up
snow on the both side of railway. The snow will eventually form a wall. A
very high snow wall prevents plowcars from pushing snow off. A rotary
snowplow will, first, break snow wall and then, throw the snow further. The
rotary snowplow is called MacLay snowplow.
This snow plowcar was manufactured at Japan National Railways' Naeho works
in Hokkaido.
It was designed with reference to the concept developed by Kenneht Donald
MacLay, a mechanical engineer of Canadian National Railway.
